- 2. Cost: The relocation of the Owls can't be done without upsetting and possibly killing them.

Number One: If the owned land isn't used, a budget to purchase other land needs to be secured immediately. Does the budget allow the expenditure of new land for a school and is there any use for this land that doesn't effect the critters, but does provide either use or income from the land?
Number Two: The cost to relocate the critters without destroying their habitat in the process is not obtainable. The technology to do this may exist in the future, but not now.
Number Three: Evaluations to determine if part of the land is useful can be done immediately. The cost to build a smaller school will provide a surplus to use for sourcing another property to build a larger school later.
6. Explain the meaning of “If you hear a hoot, this site is kaput.”
An endangered species can't be disturbed, if they can prove it's there, then they can't destroy the structure or habitat it's inhabiting and for example build something else.

Any project that may result in the excavation or addition of fill materials to a watercourse (river, wash, arroyo, wetlands, etc.) requires a Section 404 Permit (Clean Water Act) from the US Army Corps of Engineers, and a State Water Quality Certification (Section 401) permit from the Arizona Department of Environmental Quality. This includes activities such as the installation of utility and road crossings, bridges, bank protection, boat launch ramps, sand and gravel mining, and the development of residential and commercial property.
